Lakeshore Pickering: tear-out and a deeper base
Many driveways in the lakeshore neighbourhoods were poured decades ago, on a thinner base than we build to now. Near the lake, frost gets under a thin slab, it heaves, and the panel cracks. Water then sits in the crack, freezes and opens it wider every winter. Past a point, resurfacing does not fix that. So a replacement starts with tear-out: we break out the old slab, haul it away, and fix the base before we pour.
Clay with a high water table also holds water against a house. We grade the new slab so melt and rain run off it and away from the foundation and the garage.
Seaton and the new surveys: settled ground first
In Seaton, many houses arrive without a finished yard, and the common ask is a driveway wider than the strip the builder poured. The ground there is glacial till, and around a new house it keeps settling after the builder backfills. A driveway poured too early can sink.
Seaton also has its own driveway rules. In the City's Zoning By-law 8149/24, parking and driveway rules for the Seaton Urban Area are in Section 14, and other parts of Pickering follow Section 5.
Wider driveways and the City's curb cut permit
In Pickering, a permit is required to cut the curb to widen the driveway apron or boulevard. The City asks for a preliminary sketch first, to confirm the project is eligible, and then a completed application form with a sketch. An incomplete application is not processed.
The City also limits the opening at the street. Where a lot's frontage is less than 11.0 metres, the driveway access can be at most 3.0 metres wide. Where the frontage is 11.0 metres or more, it can be up to 6.0 metres. Only one driveway access is allowed per lot, and the driveway must keep a clear distance from boulevard trees, utility boxes and fire hydrants. Some lots also need a culvert extension, and the curb cut area must be clear of cars and landscaping before the curb is cut.

If the wider driveway needs a wider opening at the street, yes. The City of Pickering requires a permit to cut the curb to widen the driveway apron or boulevard. You send a preliminary sketch first, then an application form with a sketch. The opening can be at most 3.0 metres on a lot with less than 11.0 metres of frontage, and up to 6.0 metres on a wider lot.

Yes. We tear out and haul away the old slab, fix what lifted it (usually frost under a thin base on wet lakeshore clay), and pour on an excavated, compacted Granular A base graded to drain away from the house. Tear-out and disposal are in the written quote, not a surprise at the end.
