Paris is built where two rivers meet. The Nith River empties into the Grand in the middle of town, and the ground drops hard from the upper town to the flats along the water. That shape decides where the wet basements are. The lower streets near the forks sit closest to the water, and they send us water calls.
The age of the houses is the other half of it. The older blocks have foundations of the same vintage as the cobblestone buildings that made the town famous: stone walls, lime mortar and parging past its service life. A wall like that was never built with a membrane or a modern footing drain, so when the ground around it is wet, water works in through the joints along its length.
