Caledonia is two towns when it comes to wet basements. The older streets near the Argyle Street bridge carry original walks, settled steps and parging past its service life. The newer surveys carry fresh foundations in backfilled ground that is still settling. Both sit on the same ground, and that ground is the reason Caledonia basements take water.

Clay and the river: why Caledonia basements stay wet
Clay holds water instead of letting it pass. On the Haldimand clay plain, melt and rain sit at the surface and against foundation walls, and the frost that clay feeds also heaves slabs and aprons that were meant to steer water away.
The Grand adds a second problem near the river. In spring, ice moving down the lower Grand can jam and back water onto low ground.
Older homes near the bridge
The streets off Argyle on both sides of the bridge carry original walks, settled steps and old parging. Here the cause of a damp wall in March is usually a mix of three things: parging that has failed, grading that has settled and now tips water toward the wall, and clay that holds the melt there.
That often means the fix is smaller than a full system. We regrade, repair the parging and seal the cracks, and we say so when that is enough. Newer homes in the surveys
A new foundation is not a dry basement by default. The backfill along a new wall keeps settling for a season or two, and when it sinks, the grade can start to slope toward the house instead of away. Builders grade each lot to a drainage plan, and the swale that carries water off the lot is part of what keeps the basement dry.
So on a newer home we check the grade, the downspouts and the swale first, and we never bury the lot's drainage under a new patio or a wider driveway. If water is still getting in after the outside is put right, we look at the wall itself.
