Free-draining ground changes the question
Water moves down through the kame's granular ground instead of sitting in it, unlike Niagara clay. Loose sand and gravel can wash, though, and on the steeper south and east faces of the hill an unsupported edge can lose its base over a few wet springs.
So we look at the ground around the wall as well as the crack: how water leaves the roof, where it runs along the foundation, and whether the soil beside the wall has moved. The quote names the cause along with the crack.

The older core off Highway 20 and the homes out toward Lookout Point have walls that have been through many winters.
A thin vertical crack that has not changed is often only shrinkage. A crack that leaks, grows through a season, runs horizontally or has one side sitting proud of the other is a different matter. New lots in East Fonthill
